I had been looking into this a little more, as Matt Yaney's post stood out to me as well. It turns out the books did include other pre-existing recipes.
- Ale
- Ol' Tujim's Fierce Brew
These two recipes weren't undiscovered, but they were undocumented in-game until Thadres Thyme's quest was added.
This
brewing guide includes both and predates the July 1999 patch.
A few more recipes appear to have been in-game but undiscovered, as with bog juice.

Oh, and will any of these push brewing skill past 135?

Ol'Tujim's Fierce Brew = Barley + Hops + Yeast + Malt + Cask. Combine

Short Ale = Barley + Hops + Water + a cask.
Short Beer = Barley + hops + malt + a cask.
Tumpy Tonic = 1 Kiola Nut, 1 Flask of water. Combine in brew kettle. No
cask needed!
White Wine = Grapes, Wine yeast, Foraged fruit, Bottle

No.
EQStratics has a great message board devoted to the trade
skills, with a general board and a seperate board for each trade skill
(drop by the fletching board and say "Hi!"). The brewers are always
getting together and comparing notes. So far, Ol' Tujim's Fierce Brew
is the highest skill brew in the game that anybody's found.
They recently found the recipe for 4 other drinks, but these
are all trivial by the time you hit 135 (which is funny since 2 of
them require items foraged by wood elves/druids/rangers).

Interestingly, a few of these comments occur on the same day as Yaney's post. I initially thought there might be another developer "teaser" post floating around somewhere, but I came up empty-handed. Still, if these recipes had been obtained from Garsen's books, as early information from the Test server for example, one would think eager brewers would post all of the included recipes, not just these few.
As for the rest of the recipes listed in the books, I can't be sure. I didn't see mention of them prior to the July patch, but that doesn't mean they weren't craftable in-game. It may be best to unflag them all unless/until more definitive evidence is found.
