It's 2025.
Most of the characters on this server were made 10+ years ago and are not piloted anymore. I would argue it is worth any and every attempt to get as many of these people to log back in semi-regularly as possible. Any financial incentive is an added bonus.
Allow one time transfers off Red to Blue or Green, even if just a single character. Let us reinvest emotionally and/or financially in the project.
