It's kinda silly in the first place to decide the phonetic intent of an acronym, but if you do that the sequence of letters "sow" is closer to more established words like How, Now, Cow, Bow (like bowing before somebody), Town, Clown, Brown.
If it were like "sew" it would be "so", not "sow".

Sow is a real word and there's already an established pronounciation. As a verb (to sow crops) it rhymes with low, as a noun (a female pig) it rhymes with cow.
