Anyone even have an idea what might be causing this? Very frustrating problem. The only 'solution' I've found is I can nuke myself down to where all buffs vanish on zoning, then I'm temporarily back to normal and when I rebuff I can use all 15 buff slots, etc. But eventually my character becomes bugged again, my buffs swap their order on zoning and I'm capped at 14.
I have multiple level 60s, never had this problem before.
