It could already be implemented on an EQ Emu server (mostly) if someone wants to put the work in. Need to write some new quests and change NPC spawn/aggro behavior, including the location where certain NPC's or certain items would spawn after appearing in the same place X amount of times. Lots of other things I would change too, but no way to build it all in my free time. Would need additional help from people who want to bring the vision to life.
