This may be off topic for this post but it also seems like there are too few minnow/piranha spawns in the hall of truth pools.

There are 4 total fish. A mix of piranhas and minnows.

First off your better off not to bother touching the minnows on the left of the Hall. Odds are they won't respawn as piranhas no matter what and you can even have up to 3 at a time. You'll just get frustrated and the guards do give boosts to their prescious fishies. I've also gotten KSed when I took my prey there.
To open the possiblity of another piranha on the right, if a minnow spawns, and not take a faction hit. The ones there do despawn but this is faster in the longer run than letting it work on it's own. When you are in the water and have a pirahna or two from the y-point DO NOT attack them. Swim toward the minnow and let them duke it out. The piranhas will not loose unless a guard comes by (their boosts are weak so minnows loose) and KS them. If the piranha does appears to be loosing boost if you can, it wont hit faction as long as you dont directly hurt the minnow. Once the minnow is dead finish off the piranha. When it respawns good chance it will be as a pirahna nd you'll know to head back to the y-point cause the other ones will spawn soon as well
...Enjoy and while your waiting for the spawn sit by the guards facing the spawn points and beg the guards, med, fish, etc. to occupy yourself and burn some time getting skills up.

Most of the comments on the quest seem very confused about placeholders and the amount of fish in the stream, but these to me seem the clearest and suggest that there should be 4 spawns in the hall of truth pools with 3 to the left of the bridge and 1 to the right in the sewer entrance side.
