Rechargeable item combine recipes + recharge merchant (Simply put have items that are APPROVED to be rechargeable for a set cost (Mana batteries) and a merchant other than sky, that sells a recharge box (that isn't consumed) and mana batteries. Items too powerful can remain non-rechargeable and remove the vendor recharge trick. Other rechargables that need to not be spammed can remain using the box of the void (that goes away after you combine)

The NPC's that do quest turn ins spawn and despawn.
If we want to restore a bit of sauce, all the rechargeables should come back in game, but the vendor NPC's that handle recharging can be AI Game Designed™ in a strategic and non-OP'ing way.
Rechargeables are fun and why not return all of them, and then AI Game Design™ how recharges work?
