All dots do 66% damage to targets that are not either: Rooted/feared/running away due to low hp. so basically if your mob is running/walking towards you, its only going to take 2/3 of full dot dmg. If u are in melee range, the mob is considered stationary and takes full damage. It's classic and working as intended. Sucks i know, because root/rotting isnt really viable for a druid til later on, maybe 34+.
