I think Poppy is really good in Dominion, but I haven't played very much draft, yet. There are so many walls to stun people into, and she is already extremely fast with her W. Combine that with the run buff on map she gets around, fast. I usually build her with all movement speed items such as triforce, zeal, etc.
One of Poppy's weak points is her mana, and this isn't really an issue in Dominion.
