I would say anything post-Luclin shouldn't occur, with possible exceptions like the moving DOT damage or root/snare overwriting...things that should have been changed all along but took them too long to do.

It's definitely a judgement call, just as it was back then. If a change was made due to mechanics or something in a new expansion then obviously it shouldn't occur here, but if it's something like DOT damage or root/snare overwriting, maybe it should occur here.

DOT damage was repealed during Velious, so that says it was a short-lived change that should never have been. There's no need to duplicate it here.

It doesn't have to be 100% authentic to classic, including ill-fated temporary patch changes. The server is already not 100% authentic.

It's silly to implement a nerf you know is going to be reversed somewhere down the line. Don't implement it in the first place and avoid the mistake Verant/Sony made in classic. Some of the mistakes are part of the charm of the game (Hollish Tnoops in the wall for instance), but others are changes that wound up being mistakes that they later repealed.

Perhaps an official discussion thread should be opened for any of those potential situations? Get the players' feedback and maybe gain some insight into why a change like that should be implemented or not. I'm of the mind that just because it was in classic doesn't mean it should have been, and in those cases it might be better to forget how it was.
