Says the same thing about the change on the October 2000 archive, so that would imply that it meant March 29, 2000 (the very first patch after Kunark launch, even though those patch notes expressly say there were no changes made to spells other than resurrection and fear- but at that point there were no 60 wizards to notice the changes). There was also no patch on EQ Live March 29, 2001.

What I am confused about the most is why would p99's version cost 500 mana when it was 475 and then changed to 450?

Maybe they used the orignal Kunark beta Spdat files for all Kunark spells and changed most of them after research, and they just missed this spell..
Its quite possible the spell was 500 for 1600 and changed more than once, being tweeked in beta and on test, and then changed finally on the March 29 patch to 450/1615.
But then this really confuses me ...

This morning's update consisted primarily of server-side changes to
improve performance of the game engine in general.
No items, spawns,
spells (with the exceptions below), etc., were changed as a result of
this patch.
Area Effect "Fear" spells will no longer work in PvP. This affects a
bard song, as well as the Cleric "Wave of Fear" spell.
Corrected a bug with some of the Resurrection spells that caused them
to return too little experience.
We plan on publishing data and item changes next week if all goes well
on the Test server. We apologize to those who are inconvenienced by
having to wait for the expected changes.

Either way most sites list this spell in early kunark as 450 for 1615 so it should be changed to reflect this.
