Evidence that Greenmist was originally Iksar only is plentiful and easy to find. I personally would be shocked if Nilbog didn't know about this. Why is it this way on P99? I don't know. Just like I don't know why pets can't dual wield without weapons. But it seems pretty ridiculous to assume that the devs really haven't noticed.
