The quest cannot be completed. The first couple steps were left in, but they lead nowhere. The Shin Lord is the only means of obtaining the weapon aside from purchasing it from another player.
Allakhazam's expansion listing doesn't represent when something was added, but rather which expansion you have to own to do it--thus it lists as not-needing-expansion *many* things which were not originally in the game. The Ghoulbane quest was added during early summer 2001.
