Don't worry about making money at level 19. Whatever you make in 5 levels at 19-24 will be surpassed in 1 level from 35-36. Just focus on getting the best xp possible with the least amount of down time.
I would do Aviaks in Lake Rathe, probably next to arena for a zone line.
