You didn't happen to go killing orcs in Crushbone before the last part? The DE camp is on IndigoBrotherhood faction.

And the quest explanation in Allakhazam includes the part with "The Dead got worse, The Spurned got better"... This is how it was in a lot of old evil city quests, although imo on this server the faction hits that are going down are way bigger than they were on live. On live they were more of a cosmetic faction hit, just to remind you that these are enemies with those you helped.
