Today Baobob told me to go help his friends in the Karanas or he didn't want to help me out. Chanda told me she didn't know me so she didn't want to help me. However, the first time I hailed her she despawned, and every subsequent time there's a couple seconds delay before she tells me to get bent.

Chanda told me that as well...you have to tell her "Baobob sent me" to get the rest of her text.
Baobob, I had some trouble moving on from the initial text, since it appears that "garments" is misspelled. I tried a few combinations (garmet, garmets, garments, garment) and one of them did continue the dialog. Sorry, I can't remember which, as I ended up doing the Chanda portion of the quest.
BTW, this was done a few days back, so not sure if the recent patch changed anything.
