Post 8 suggests they are a pre-velious item, post 9 suggests they do recharge quest items, post 6 suggests they are only for tinkering. all in all, there isn't much there that is conclusive.
my guess is the devs are only going to add them in game if you can find a pre-velious post or sky guide talking about mana batteries.
what you've found isn't totaly useless though, as it shows that mana batteries were sold in sky during velious, which isn't something alla suggests at all.
