Make a "noobie" channel that only toons under level 20 can join. That will help new folks "make friends and find groups" (as if that strawman was the real issue here).

The reason no one plays here is owing to Troriste, Skelly, and Supreme's constant exploitation and training. They read about how your guild has ruined a server and then don't bother. I can't say I blame them.
