Somehow after capping my faction with HighpassGuards thru scalp turn-ins, I was able to kill raiders in NK and get +HighpassGuards rep and it didn't give me a cap message. I'm wondering if something is still screwy, and maybe that is why I still can't vendor in HPH or HHK after getting faction capped messages with MerchantsofHighpass.
