Ugh I don't know why im bumping this but here goes....

You are right, im pretty sure paineel was in at Blue99 release as well however, its been talked about.

Anyways Paineel was released 2 months before kunark so it is in fact a classic zone, its timeline was simply not followed.

***Announcements***

The City of Paineel, home to the infamous Heretics of Erudin, is now
available via the Optional Patch. In addition, Erudites may now also be
Shadowknights in addition to the other classes available to them. All
Erudite Necromancers, Shadowknights, and Clerics who worship the God of
Fear, Cazic-Thule, now start in the City of Paineel.

So technically There should be no paineel, no Erudite Sk's, nor any quest items that came from paineel.

The real question is why? Why make paineel active at red99 release, when it came out 10 months after Original EQ's launch, yet hold back ( stricly follow the timeline ) for a zone like temple of solusek ro, which was released only 5 months after original release. Its quite confusing.

The larger issue here is this mask IMHO It was nerfed 57 days after paineel was released.

***Patch Day***

- The Terror Mask will now cast "Fear" instead of "Call of Bones" as
previously announced. The "Call of Bones" effect was placed on this
item by mistake

You (Rogean etc) dont have to follow the timeline of zone releases, but to allow clerics to lich for over a year on red99 ( by following the nerf timeline only like you did on blue99) simply because you decided to not follow that release timeline is absurd. The mask should already be nerfed on red99 imo, since its been available for over 57 days.

Link for my research are all in these patch notes provided by Allakhazam:
