If you have ruined your faction with OT - is there a possibility to charm him and get the hammer that way ? Can a lev60 Chanter charm him ?

Yes. I am an Iksar (ie, very KoS) necro and I have done this quest with enslave death. You only require amiable faction to do the quest and pets are amiable to you.

From posts on other pages it seems like the quest should be harder (ie, he should resist more, especially if untashed/unmaloed) but it's doable at amiable faction and charming should make you amiable.
