People came to the PvP server to PvP, not get 60 on a PvE server.

Even with the hybrid penalty you should not be getting only 8% of a level's worth of exp in an hour. Even a full group of troll SK's shouldn't be that slow. This would mean every level takes 12.5 hours, and getting to level 50 takes roughly 26 days, which we all know is untrue. Either red players don't know how to exp efficiently, or Heartbrand is purposely exaggerating how bad the problem is, or Heartbrand just doesn't know basic math.
