Admittedly I don't make it to a majority of the raids in Fear because of RL obligations, so I can't speak to your claim of "never" clears; however, on this date, and under the prior rule, we were fucking clearing. There was no kiting as, what appears to be, the customary strategy for Draco. Luckily the rules have been clarified, and we know we can fire up the bard again!
