Not many.
Or success is a result of people realizing once they get to 50 that the time invested is going to be for nothing if they stay with their "PVP for fun" guild instead of joining in for "PVP for PVE" guild. There is only ONE choice. No one else wants to put in the time or offer the stability to members to actually compete.
Blame GMs, admins, Nihilum or Obama. The PLAYERS have to want to do something about it.
