Your correct, either PoSky or Kunark, since its part of epic questline . Not sure when exactly those quests went in.

This quest is pre-kunark, and implemented with the introduction of the Plane of Sky. I posted this simply because the NPC is already giving the appropriate text regarding the book of scale, and if he's not accepting the item yet, he probably shouldn't have the text yet either - I just don't know whether the text was in-game prior to the quest being implemented on live.
