There was a time period, I think until the robe got nerfed where:
Robe: common
Tunic: rare
Prenerf staff: ultra rare
then it was tunic > robe > post-nerf staff.

This guy is right.
Robe were commons until they got nerfed pretty much. I am not 100% sure but I think its the same patch that removed the pre-nerf staves too.
Adding my 2 cents worth of confusion to this thread.
