I'm not an expert in this, but technically, while being thirsty will stop the mana regen you receive from meditate, I don't think it actually toggles meditate off (a la clicking off the meditate button back on classic UI, thus probably stopping the ability to skill up).
Do you have any evidence from classic suggesting that it should stop skilling up?
