Would like to throw WK Bandits into the mix as well.
After blackburrow becomes too low the WK bandits suffice for decent exp and great $$. Save all of the bandit sashes and turn them in at sqeynos for a bronze weapon + a small amount of exp.
I think I killed bandits from lvl 10-16, made about 200-300pp doing it as well, and at low levels that's some great bank.
