I'm pretty sure it was just that most 56+ mobs were immune to being stunned, so the mez didn't actually have a "level cap", it's just that all mobs above a certain level would resist it automatically. The subtle difference is that it could still affect players. I realize this isn't evidence, just my impression of how it worked and why there was a difference in pvp. However, in classic most decently geared players would probably resist mezzes 100% of the time at level 60 so I'm not sure how much difference this makes.
