Well just to clarify, I don't believe in just solely allocating my points into dex and charisma, mostly my gear just has this because it is my first high level toon on P99 and the gear I have is either raid, or affordable pieces thus far.
Now it goes without saying that HP, AC, Resists are good, and my point was never to negate on these statistics at all. My point is if I'm not being hit, or if I'm not being casted on, why can't I take advantage of the situation and swap in a little more strength if I'm meleeing to add to total DPS? As far as stacking just pure dex, my dex only sits at 135 currently, and Charisma is around 163. I havent been going out of my way for these statistics, its just currently what is available. I will say though that I have noticed a big difference in my critical resists from having a bit more resistances, as before I could expect at least 2 critical resists out of 15 pulls.
I guess what I'm saying to be perfectly concise, is why not just carry around gear that helps adapt your character to the specific situation. Its obvious if you have the gear available that you're going to stack HP > Sta > resists > Ac, but if you're not being hit at all, why not swap gear or get a versatile set that sees bonuses to all areas that you are currently utilizing?
