Very odd issue and sounds exclusively like something on your end.

I would start by doing this first.

-Go into your root EQ folder and sort files by name.
-Then find two files starting with the character name(s) that this is happening on.
-One will be Name_project1999.ini and the other UI_Name_project1999.ini.
-Copy each of these (as a precaution) then delete them.
-Run EverQuest again and see if this happens.

It will reset all your UI layout and buttons and friends list.
IF you are ok to set them up again, then we're done.

If you want to try and salvage them, go back into the EQ folder, delete the current .ini files mentioned before, and rename the copy files back to original. Test again and see if problem is still solved.

If it persists, then you know it's the original .ini files that are corrupted.

If that does not work, and as much as I loathe to say it, reinstall the client after completely clearing out the current installation - that's the only way I know to get back the original UI folder and files *unless you can copy from disc*.
