A way my cousin had me fix a similar issue was to open task manager, click explorer.exe, and end task. This will get rid of your taskbar, any other windows up, and your windows icons. Re-maximize by alt-tabbing, and you should not have the problem anymore.

It has worked for me. Try it out.

ps. to start up explorer again, click new task and then run explorer.exe
