Saw your post on T's Hardware, I looked up another thread similar to yours. They found out that he had to have Turbo mode enabled in the actual bios. Because when you reset jumpers and set it back to default, the only way for that processor to again exceed 3.5mghz is through turbo, after you use turbo to get it back to 43/45 on a clean boot, you are supposed to then be able to manually set it back to 35-45.
