Okay, I just figured out how to reproduce this bug.
1) Order your pet to Sit Down
2) (While pet is still sitting) Order pet to attack a mob.
This will result in the pet sitting down in between swings. I don't know if it is actually sitting and therefore takes more damage from hits or if it's just a visual artifact.
This would explain why I saw some skeletons in Qeynos Hills sitting during a battle and others were not. The one's sitting were in a sitting state when my pet attacked them while the ones which did not sit were in a normal standing state.
