Some raid targets could actually have a multitude of spawn locations that, while obviously not classic, could easily be justified in roleplaying terms while achieving the intended result.

During his journey, he decides that it would be smart to bring his lady a gift of jewelry, so he raids the Temple of Droga in search of a powerful soothsayer rumored to carry a magical earring. Having sought out and acquired his prize, he rests for the night before resuming his journey to Charasis.
Under this scenario, an intrepid TMO tracker in search of adventure and treasure may very well find Venril Sathir in KC, deep in Droga, Charasis, or some appropriate location within DL, FM, or OT.
