This is definitely account related. My son and I have a few accounts and this only happens on one of them. The only way I can get in is to reset my password on EQEMU logon account and after a few minutes I can get in.

This is interesting. I couldn't find the quote while I was writing up my summation, but I remembered someone writing P99 blames EQEMU and EQEMU claims they are not to blame because this issue does not happen with the other servers.
