These are the only confirmed known MQ'ed able quests. That being said, if someone would want to confirm back on this. It will take about 500 positive faction hits with heretics, to get dubious. Dubious I believe can get you the item, as I was able to do newbie necro quest in the newbie zone and get rewards. It will take about 1100 positive faction hits to actually get into the city.
