dungeons were a method for gearing for raids, which was where the real content was. Catas mistake was trying to make dungeons an endgame.
Pandaria did it alright. For a gearing method, heroics are fine, back to their wotlk ease. If you want hard dungeons, you do challenge modes, which scale gear and are pretty much completely dependant on player skill.
Cata added LFR as well, which is probably the worst casual cesspool on the planet. Mechanics are ignorable and you can AFK through 75% of it.
