The following is what I believe to be true. It could certainly use more research.

Troll forge is only used for troll armor combines. Prior to that, there was no forge in Grobb.

Here is what I've found so far:

I started a Troll in Grobb the other day, and thought I'd make some quick cash by investing a bit into smithing. To my dismay, the forge would not allow a combination of a Rusty weapon and a Sharpening stone. The message basically said... find another forge. Does the Grobb forge really not allow sharpening rusty weapons, or am I missing something?

You are using the race specific forge, only for very very high level complex armor. Just find another forge in the city, and don't forget where this one is.

There is no other forge in Grobb (unless the added one recently). All previous trollish smithing had to be done in Oggok, and since there doesn't seem to be any troll-specific armor you'll still have to go to Oggok and use the regular forge. Don't use the Oggok forge.
