The earliest mention I can find of this quest is Sept 11 - 2001, roughly a month before the launch of Luclin. Sept 11 was also a patch date but there are no notes that I could find of a quest being added. Link below

I believe the quest was added after the GM event handing out the Scepter Al'Kabor was completed on all servers.
