You get specialization skill points to all the spell divisions. You are not specialized until you go over 50 (or whatever the magic number is). 1 point, or 20 does not determine what you're specialized in.
And yes, you can reset specialization by a quest in the temple of solusek ro. I think it involves turning in some rubies. It should be easy to find in Allah's.
