So I think the OP makes a reasonable point: right now on this server there are so few people that no one wants to make enemies by killing one of the few people who might actually group with you. I found this as an enchanter and I imagine it would be even more true for an actual group-dependent class. So yes, I think the devs made a mistake in not hard coding teams. That being said, I don't think its possible to fix that particular issue without a wipe, which won't happen. So if I were a dev I would:
1. Remove PVP xp death penalty
2. Add pvp kill announcments (with guild tag) and global auction and remove global OOC
3. Revert to the classic resist system
