Except its not a bug. The dev's have came out and said they changed mob run speed on purpose because they didn't want to make running from a mob trivial. It was an intentional deviation from classic.

Except that the only way you could run from mobs in classic is if you used strafe running. Currently, if you strafe run + jump, you can easily outpace any mob that isn't SoW'd or has an innately fast running speed (Hasten).
Also keep in mind how the coding works. If you looked at a previous thread, which included a small clip posted on youtube about bard kiting (using selos to circle mobs) the mobs would hit the player if they ran forward, but wouldn't do it if they ran in the circles. The distance was nearly the same away from the mobs, but because of how the coding is here, (latency included), mob hit range varies in situations.
So instead of literally outrunning a mob by just running forward (from how it was previously) they had to increase the movement speed so that you couldn't outrun everything without even trying.
