AFAIK it is working as intended, but each class has different levels of mitigation (a hidden value that determines how much melee damage actually gets through on a successful attack), meaning that even if a Wizard can somehow match the armor class of a Warrior, the Warrior is still going to take significantly less damage on average because of a higher mitigation value. They shrug off a bigger percentage of total damage than other classes, regardless of their armor class or avoidance skills.

What AC does is lowers the average range of damage that you're going to take on a successful hit. If for example an enemy hits you for a range of 8-64 damage, the more AC you have, the less likely it is that you will be hit for the full damage when an attack gets through. Less AC means you're going to get hit for the full 64 or relative values more often because your AC isn't reliably defending against it.

Also, come Velious Monks take a HUGE hit to their overall mitigation. They'll still be able to dodge and avoid attacks like normal, but when they get hit, they will get hit HARD.
