So I did a bit of digging.. didn't find much, and it's too tedious sifting through piles of fungi tunic rants to continue, but this is all the (possibly) relevant info I've found.

"ya, I jes about take for granted that I am always at +33/tick regen (3 regen aa). . .definantly take into consideration that I can take well over a thousand damage, and regen it back up in a couple minutes tops (faster if a bard is about =))

I was sad when they "fixed" the fungi staff for sure, heh heh. . .was at +48/tick with the effect stacked on me heh heh"

One guy disputes the stacking in the first link, but that is 4-5 years post bugfix and he obviously has no idea what hes talking about.

The only thing in official patch notes relevant to it is that you can no longer cast it on others, however I thought that the following might be relevant to the cause of the bug - assuming that Fungal Regrowth is classified as a DOT, zam lists it as beneficial, but I don't know if that is legit.

*Regen Effects*

This week we corrected a bug that caused regen-type spells (e.g.
Regeneration, Chloroplast, Regrowth, etc.) to overwrite DOT spells. As
a result of this fix, players can no longer accept a regeneration spell
while under the effect of a DOT. However, if the regen spell is already
in place, the DOT will stack, but not replace the regen spell. This
will allow users of beneficial DOTs, such as Call of Bones, to continue
using their DOT while under the affect of regen.
