Similarly, the first reference I found to the Skyiron Cudgel (shaman cudgel #8) is from June 2002 (

From what I can see, it looks like Kaggy Krup's only purpose is to drop the medallion for the shaman cudgel quest (his aggro text alludes to this - as he was backstabbing me for half my hp, he said 'I found it in the swamp! You can't have it, its mine!').
Further research on the Skyiron Cudgel quest indicates that it needs a Shrunken Iksar Skull Necklace from Xalgoz in Kaesora (which the wiki has marked as Velious-era content), bones from the second version of Venril Sathir (not enabled here yet, from what I understand) and the medallion from Kaggy Krup (
