Default starting weapon skill levels

Consolidating this issue from the green list thread since that thread was not made to handle this sort of thing and i've already noticed posts deleted/moved from it.

Many remember characters starting with zero skill points in their primary weapon skill. Later on, to make the game easier for new players, 5 bonus points were added to primary weapon skill at character creation. On Green characters should start with zero weapon skill points.

That link has a post by Tim Smith that says to put all 5 training points into whatever weapon type you are using. This isn't possible at level one, you can only get to 6 if you start with 5. I think you're onto something.
From this post listing character enhancement/balance items from Brad dated 12/7/99 we see skill bonus points is not included. Thinking this change happened later than 12/7/99.
