Yeah I've seen about 2 full sets of plate and no robe. Even experimented by killing the much harder guardians to see if drop rate improved. It doesnt.

Anecdotal from live: I seem to remember the 32k HP gargoyles having a better chance than the rest of the guardians. By better, I mean 1 in 50 rather than 1 in 100.
The one thing I do remember is going from 30 to early 40's in Skyshrine, and I was still missing the boots on my D/E SK. God I wanted to win Fashionquest so badly...
