I actually believe this. 99% sure the US government created it too.
This was mostly a science experiment, test run. To look at numbers of infections, infection rates, spread, effectiveness of vaccines and other countermeasures.
They didn't care that ppl wouldn't comply, they where the control group.
Next one will be a real doozy.
