I don't know whether its intended or not, but can also confirm that I crafted the robe on 12/19/20 - when you first craft the robe it has the updated 15ac 5str/sta/agi/dex 50 HP human/iksar usable stats. After simply zoning once the item permanently reverts to old-world 12ac 5sta/agi 25 HP HUMAN ONLY stats. This is on the GREEN server.
